The answer is a very simple one: he didn’t.

Last September, the company said that its Powerwall was free. Tesla is offering solar panels through one or more of its stores, so you might think that the Powerwall wouldn’t be free. If that’s the case, why is Tesla charging millions of people to purchase the device?
Because the company doesn’t want you to actually take the steps to actually install battery storage. Tesla isn’t going to actually install the battery, though. The Powerwall costs just a few thousand dollars, and the actual installation of the battery requires a Tesla Powerwall. Tesla wants the Powerwall to appear just like any other solar panel. It’s not, and it’s not going to happen. SolarCity will have to go through the necessary steps to actually install a solar panel.
This isn’t about saving Tesla money. It’s about Tesla making a statement about its priorities. Tesla CEO Elon Musk is obviously well aware that solar is an important source of renewable energy, but he’s making a point about the utility companies in California, as well as a statement about the future of energy.
When you have a business, it’s important to understand what its purpose is. For Elon Musk, that purpose is being a solar power company he says will make the future of solar power a reality.
