A former U.S. official who was dismissed for lying about his contacts with senior Russian officials denies he used improper tactics to try to set up a Kremlin connection, though it’s unclear how that’s relevant to his congressional testimony.

David J. Kramer came under investigation when he failed to disclose a past relationship and his own involvement with a Russian banker during a 2013 Senate hearing on Russian interference with his government’s efforts to interfere in the presidential election, according to a June 18 U.S. government filing.

Kramer has never been accused of wrongdoing — but he also said Thursday that he was asked to stay away from his former client, businessman Sergei Roldugin, amid the Trump administration’s investigation. That probe is focusing on whether Russian meddling in the presidential campaign worked in Trump’s favor, but also could include allegations that members of Trump’s campaign colluded with Russians.

Kramer also disclosed that his former firm, the International Advisory Group, is under investigation by the Justice Department and FBI for possible violations of the Foreign Agents Registration Act, which requires firms that accept money from foreign governments to disclose the extent of their foreign ties.

The former top official denied any wrongdoing, saying that “when I served as Special Counsel to the Department of Homeland Security in 2005 and 2006, I took steps to protect myself and others, including cooperating with federal law enforcement officials in the United States and foreign countries.” (He declined further comment on that.)

The government filing did not explain how his client came under scrutiny by U.S. authorities, but it was a topic of discussion Thursday at Comey’s testimony before Congress as House Intel Committee members pressed him with questions about possible collusion between the Trump campaign and Russia. Comey has previously refused to comment on any matter involving Trump, and his testimony may be used during hearings scheduled next week.

During the 2013 hearing, Sen. Al Franken (D-Minn.) noted that Kramer was not an advocate for human rights and had been the subject of numerous government sanctions.
