On Wednesday, November 2, the Department of Education released the results of a public consultation on its proposed “Fairness in Schools” policy for charter schools. Since October, the Department has been meeting with teachers and parents to hear the concerns of parents and students, and now the department is inviting more community input. In doing so, the Department intends to hear from the broader charter and contract school community, who collectively comprise a large plurality of the U.S. student population.
The proposed policy seeks to reduce the number of students with disabilities in public schools through better enforcement of existing federal, state, and local laws and standards, improved management, and the creation of opportunities for better student outcomes. The proposed policy calls for the development of a Charter School Board and an Opportunity Board to work cooperatively with the Department of Education on school improvement. For the first time, students with disabilities from a district as diverse as Los Angeles Unified School District are likely to be included as part of the charter school system.
