There are quite a few online art institutions. There are two famous ones: Art by Design (a collaboration between the New York, London & Philadelphia Institute of the Arts) and Artist Studio. I know that these websites have quite a reputation among the art world, but let me tell you a little bit about how these two programs work and how you can take your art online.
The main principle of these art institutes is that you have to pay for access if you want to take a free class. The online courses are designed to be interesting, interesting-enough courses. These online classes range in size from an hour, like an Introduction to Drawing or Painting to five months, like a Master Class in Painting. At the beginning of the class you choose what you want to do, how you would like to learn about it. After that, you take a few practice drawing or painting exercises on your laptop, the computer you were not using to begin the course, and your computer. Then, you take a few more practice exercises that you are also free to do at your own pace.
After a while you learn everything, which can certainly take a lot of time. But what happens if you want to continue with your study and become a freelance artist? Well, I believe that there is no better place for that than Art by Design. It’s a group of art schools, founded by the New York City Public Library, that are doing exactly what you are dreaming of: helping you to learn to create art.
