A bill that would require gun owners make a financial disclosure before getting permits to carry guns across state lines passed the House of Representatives unanimously Thursday in a unanimous vote.

“We are making it difficult to buy a weapon, and in the process we will reduce violence and death. It doesn’t make sense to me,” said Rep. Adam Schiff of California on the House floor.

The legislation would give federal agents access to gun records for licensees. It would exempt gun owners from making financial disclosures. It comes as President Trump is scheduled to sign a new piece of executive order that would expand background checks for firearm sales.

“I agree with my colleague in the other chamber on this,” said Sen. Dianne Feinstein (D-Calif.), the bill’s author. “What we need is a serious national conversation about how this could be enforced.”

Feinstein’s bill doesn’t affect gun dealers or other gun shops. It was sponsored by Democrat Dianne Feinstein (D-Calif.), a member of the Intelligence Committee, and Republican Sen. Tom Cotton (R-Ark.). On Thursday, the committee passed the bill and sent it to the full Senate, where it awaits approval from the White House.

“We need to do a better job collecting this information. We need to do better at vetting buyers to make sure they can’t be the next Newtown,” he said.
