The dog-killing bill, H.R. 1410, was passed by the House of Representatives on June 16, without debate, according to the Huffington Post. It was unanimously approved by the House, and will be sent to the Senate.
The bill calls for federal agents and judges to detain dogs or other animals at least 24 hours for “humane testing” to determine if a dog can be harmed. The bill requires a judge to order humane tests before removing a dog. It says that “upon the entry into effect of this chapter, in the absence of written notice issued by the head of the humane research department, the humane testing of dogs shall be terminated as to dogs at the home of the owner or that of a minor who is the legal owner or guardian of the dog at the time the animal is placed under humane testing.”
The legislation is supported by Animal Defense League of Northern California, but there are few details about animal welfare, such as the specific types of tests it would allow (and not allow) to be conducted.
The law does not have a sunset date and will expire in 2022.
The Humane Society of the United States and other animal rights groups have been arguing for a prohibition on animal testing since last summer.
In March 2012, two months after The San Francisco Chronicle reported that a federal court had granted a temporary injunction banning the practice nationwide, the American Association for the Advancement of Science (AAAS) and other animal rights groups challenged the ban. A federal judge ruled against the groups in May 2012. According to the AAS, the ban on testing animals for their organs or fur was the most comprehensive prohibition in federal or state law.
